To me this is just one of those common sense things in that it depends on your flavor of your personal setting. In some warlord torn desert region, bordering on C&C territory, I would it would depend on how corrupt or tyrannical the local government is. It might be on a county by county basis, or territorial basis. I can see states like my California having some counties that heavily tax offensive weapons, but perhaps give tax credits for defensive weaponry.
