Absolutely a worldly use of otherworldly means... as opposed to say, hiring a bunch of brigands to just burn all the fields they can. I suppose I was making reference to the classic thematic of 'magic' in older stories and myth; Gandalf the grey as opposed to Gandalf the gerontocrat. You want to do it differently? Go ahead; after all, the Saurons and Sarumans of the fictional world behave exactly as you describe, and claim worldly power within their universes.
