You could steal the idea David Drake used in the Lord of the Isles series (which I think is based on authentic ... ?Sumerian? magical theory). The words are the whole of the spell, but because they
are magic words they are mystically hard to say, if you don't have the discipline and power to cast the spell you simply can't force the words out. He explains it better.
So words = spell but you still need the skill.
