Yes, the next figure to act is the one with the highest adjDX at the time of action (p 102, 107).

Also, p 107 is especially relevant for your example, describing how a single figure can have multiple adjDX's depending on which action they take -- including which enemy they're attacking.

Two exceptions are listed at the bottom of p 107 (pole charges and bow second shots). The other explicit exception is range penalties for missile attacks, that is described elsewhere.
