I disagree. Otherwise nothing
inherently makes it Holy (it could be Magic or Druid based. Or just spells anyone with any ability to cast spells could use). This limits it from being usable only to a limited class of persons without applying "Cannot Be Used" on top of "Can Be Stolen". In other words, it can be used by a thief (or if loaned out to someone) with the correct powerset.
And I wouldn't be adding "Cannot Be Used" as it's semi-meant to be able to be loaned out to other members of the Party. It also keeps in line with how spell casting magic items work. They just hold the spells, they don't discriminate beyond "Can this person use these spell types?"
Though I'll grant, as an 'artifact' one could make that argument.

I disagree intrinsically. However, I'll grant that in this setting, that is the majority case. I just lumped them in as it made it tidy for me.
