Wow, necro answer, but better late than never I suppose.
That's not the versioning scheme GCA4 uses and, IIRC, it didn't ship with a version that low, regardless. Something may have gotten screwed up in your install, so you might want reinstall GCA4, then the updates. You can get the
program and data updates on their page, just be sure to apply the program update and then the data update.
As to how to get Phoenix:
Download it and unzip the archive into your sheets directory (e.g.
%USER%\Documents\GURPS Character Assistant 4\sheets\). Profit!
