Players can decide anything is scary. Completely trivial background detail can spin into the most insane theories. Worse case I can recall, an off the cuff answer to what is (guy we're suspicious of for some reason) doing? - he's staring out the window watching birds build a nest in the tree behind the inn - sent the players off looking for druidic plots and checking for the presence of birds before they did anything for the rest of the adventure.
