I think the closest match for that is the Stone-Launching Stick (Low Tech pg.77). It might be modified for use as a sports tool (probably lowering the damage and boosting range) or used as is, but with soft balls instead of rocks (which also lowers damage). If it differs dramatically from the weapon version, it may be treated as an improvised weapon (giving a penalty to attack rolls). Players would probably use the Sport variant of the skill, which defaults to the Combat version at -3, and vice-versa.
