One of the working theories is that someone was running terraforming experiments on both planets and the other one is lifeless either because of a malfunction or by a failsafe.
It's much less action and much more slow-burn ratcheting of tension. The solider and the doctor on the contact/explore team have standing orders that there are NO acceptable losses -- keep the team and the colony alive, whatever that takes.
