My first inclination is to go with some kind of Horde Zombie variant; they can certainly come in swarms but there's obviously a gigantic solo boss monster version (DFRPG, and the even bigger Ogre Designers Edition) that competes in the same ecological niche as smaller projects, and shoves them to one side when it's chasing delvers for their brains :D

It's either a puppetmaster style brain parasite, or mind-controlling dungeon lord. Either kind compels victims to build large scale construction projects, like roads, bridges, spawning pits, and temples to the outer gods. The first is more of a customer driven metaphor, and the latter is more management focused. You could combine them with and have the overlord turn out to be just another victim of the brain worms.
