Given that you Basic Lift increases in low gravity circumstances and decreases in high gravity, I'm think that weight actually means weight in GURPS. This however is likely an inversion as other wise you could store infinite stuff in a Hideaway whilst in zero-G.

Exactly. With no volume limit, you could. And players might come up with ways to decrease gravity to zero to make that just happen, if the rules didn't state a volume limit.
