A ST requirement for armor and shields is a good idea. But one has to think carefully about the values you set, as a ST requirement plus a DX penalty can quickly add up to what amounts to a required stat distribution for each armor type, which can be limiting (in sort of the same way people have noted about high levels of Unarmed Combat talent).
