Yes, provided you hadn't started Running Away yet. It says it can be used on your turn, so it can be used during the combat. The
Rat on a Stick can't be used like that as it only allows you to automatically escape a monster. In order to escape a monster, you must be Running Away, and once you start Running Away, you can't go back to fighting as you already declared you had lost.
