Thanks, especially for pointing out the more precise limitations chart in Powers, and the -80% cap. I'm GMing this one, so in this specific instance I may end up just recording it as "-2 to all attributes during new moon" but keeping the math of the advantage (i.e. -2, and +2 not during new moon, 95%) - sounds like it's technically fudging a bit, but it's more conceptually elegant. And in a fantasy campaign - most of the character disadvantages won't have complex limitations so I'm less worried about the precedent it could set.
