Martial Arts, p. 61 clarifies that the bonus is also to damage, at +1 per die at DX+1 and +2 per die at DX+2.

The upcoming Technical Grappling will not change the fact that skill adds to ST (though it might tweak it a bit, and careful readers will have seen it before . . . somewhere).
