Only if you are using contemporary computer architecture. Anyway, it is not heat but heat by volume that is the problem. If you use a fluidics computer (where computation is done through an exchange of fluids rather than an exchange of electrons), you will never need to worry about heat (it will also be a million times larger for the same Complexity, but there are always trade offs).
