This has come up before, but I still think it's not particularly true. Consider the analogous situation when you are in the process of readying a pole arm. The blade of it is necessarily somewhere, probably in some nearby hex, but people around you aren't subjected to a "free" attack when you take a Ready maneuver. Yes, it's somewhere, but it's considered trivially avoidable.
