Yeah - its based on Two Weapons, where you can parry '2 per weapon' (kinda) and allowing people to do that with their one weapon - but if you do parry then that's what you are using that weapon for in that round.
I notice that Legacy actually adds an extra defend dice when doing the
double parry - so that keeps a good gap between this common parry option as a house-rule and the proper Two Weapons talent.
