To clear up one point: offers of help when a player is currently winning the combat are invalid and do not fulfill the conditions for
Cut in Line. The player must need the help that is being offered. This is an official ruling on this card.

There is nothing in the rules about being required to respond to questions (or anything else).
BTW, you're missing one obvious possibility: if Player A decides to Run Away from the fight, Player B doesn't get anything because there ARE no Treasures from the battle.
