Sadly, if you had said "foreign children," you'd actually include a sizable subset of the world.
Note that some cultures eat dogs... but the slaughter is usually done out of sight even there.
Hell, some people eat apes - and all the great apes can learn to use sign language; a few chimps have taught other chimps a few signs, even. (Gibbons, the lesser ape genus, haven't been used for language studies that I've seen.)
Then again, there's "A Boy and His Dog"... (1975, staring Don Johnson)...
