Beginning the game with an epic-scale magic artefact like a permanently enchanted flying ship is a
huge advantage. It should (and does) cost enough character points to consume a very large chunk of a beginning character's point budget.
The ability to quickly and easily create such items at will is a deity-level power. I wouldn't expect to see that outside of a high-end superhero game.
However, if you instead go for the ability to
temporarily make a ship fly, that drops the power requirement massively.
