Canonically, I think the explanation is that they are simply infused with more power by their respective patrons (God/the Seraphim Council, or Lucifer), including the combined natures of all Choirs or Bands. (And ignore the following if you are one of my players.)

Personally, I think it would be interesting to find that celestials are actually ALL made directly from God. Superiors are essentially demigods, with greater access to the power of the Godhead. Hell's strategy of "strength in numbers" isn't just about overwhelming Heaven's Forces, but spreading God itself too thin; the reason the Almighty hasn't been as vocal as (S)He was in the olden days is that there are simply too many angels and demons now, making it more difficult to coalesce into a discrete entity now.

Why hide this from my players? Well, I'm considering running a campaign in which it turns out that Eli has been gone all this time on a mission to figure out what's up with God's silence lately -- and when he finds out, he sacrifices himself and a handful of willing Archangels to give God enough time to issue new orders, changing Heaven's entire strategy in the War...
