And I dunno if you recall, but Martian Metals sold a line of 15mm TFT miniatures Way Back When. They had 25s as well, but I played the heck out of the 15s. You could get a pack of 20 or so for the same price as a pack of 3 25mm figures.

I've got most of the MM TFT minis, though I never felt they looked quite right on the full M/W hexes, at least not compared to the prevalent 25mm minis back in the day.
The size of the counters is a little inconsistent; especially width, because of where the cuts were made. But 18.5-19mm on each side seems to be the intended average.
