There can be a substantial difference in Canadian duties depending on if something is considered books, a board game or toy of some kind, parts for a game or toy, or art.

RPGs and their constituent bits are not in the legal definitions for any of those things, so it often depends on what the customs agent sees when they look in the package, or what the person carrying it across the border explains it as.

I brought my (heavy!) box of Dwarven Forge tiles across the border with minimal taxes after I had a long conversation with the agent and he decided they were best categorized as display dioramas for miniatures (as in statues). He called them "art" I think.

A big box of RPG books from GenCon were waved across, no taxes, once they confirmed that none of this fantasy stuff was porn. The sword we were bringing back didn't even register?

On the other hand, I had a box with miniature kits that needed assembly, two boxes of glass bead counters, and a tube of dice get labeled "machine parts", and I had to pay tax. Still not quite sure what happened there. EDIT: I mean, I know what happened, my package took a detour from Austin through Sweeden back to New York and then into Canada, and basically the customs waybill took a round trip back and forth through Google Translate.
