That's sort of what I intend to do, although I don't think I'll use techniques. Instead I was planning on letting characters buy a weapon skill either in a "fencing" or "nonfencing" manner and use perks to do things like learn the other style.
If it's more convenient approach it from the other side. What weapons
shouldn't be able to benefit from fencing parries?
