I think this would be good if just enough text (in abbreviated or shorthand format) is included to be a reference. I don't want to see the possibility of people buying decks of cards and bypassing ITL. Honestly, its clearly a rulebook, but the way ITL is written--its probably more entertaining and amusing to read than many of the novels I've read.
