In my own house rules, I allow Brawling to default from all melee weapon skills at -5 (or Tonfa -4). It just makes sense that if you've trained in close combat, your knowledge of distance and timing would extend to kicking and punching.

If I were to give Brawling a Dex default instead of allowing punches and kicks at Dx, I'd probably make it -3. We do have a little bit of an instinct for it. (It's interesting to me that untrained children who haven't seen too many action movies tend to naturally throw hammer strikes instead of riskier punches.)
