You are likely aware, but W23 does have a Munchkin Messenger bag which is not exactly a "tote."

However, I believe both Munchkin Tavern 2013 and 2014 had a tote bag available as swag, including a special rule for them.
They are not the easiest to find, unfortunately, but may be worth considering if you can.
