Pretty-much, yes -- in fact, provided one doesn't go totally berserk with the options, one can build a fairly devastating rig for the $150K which appears to be top-end of your price scale (6x Div. 25); while the duelcars, if properly designed, will eventually be able to pound the rig to death (hint: This battle is going to feature *a lot* of HESH- and HEAT-loaded RRs, in both directions >:) ).
