I think it's difficult to have the right miniature riding an horse for everyone in the party.
Hence horses and mounts are often neglected in RPGs unless the combat is virtual and boardless.
The 2D cardboard solution for horses is good enough. I used it for 30 years. Put on it the 3D miniature/ cardboard and the job is done!
