The reason is that the damage doesn't just poke a hole in the vehicle. It blows up everybody inside. We model this as two blasts: One external blast that's only bad for people outside the vehicle, and one contact blast that harms only the vehicle and those inside. This is necessary because different SC configurations and technologies direct different proportions of the blast toward these two sets of targets.
