Dwarves get an extra level when they ENTER the Dungeon of Utter Uncharitability. You don't get an extra level if you become a Dwarf while already IN the Dungeon.

That aside, my ruling would be that because the DoUU effect is a one-time thing and SPECIFICALLY says that it's for reasons of fairness, it would override the Dungeon of Mandatory Murder restriction.
