The rocket should probably have Acc 0 -- let's hope Bill sees this and chimes in. It's barely conceivable, since this is fantasy, that it's meant to work like a guided weapon and 9 is its skill. But I doubt it.
As for 4e weapons vs. 3e ones . . . The scale of Acc was changed. This was mostly because 3e overrated Acc. We got more sensible single-shot numbers with the 4e figures. No more unrifled musket headshots at 300 yards.
