The closest thing to action for beam weapons would be different kinds of beams - say, high energy lasers vs. blasters, or even high energy lasers vs. rainbow lasers, or vs. x-ray lasers. So future cop uses his electrolaser as his primary sidearm (so he can stun the perps, you know, to take them in for questioning rather than just killing them). If he picks up a laser pistol, he is at -2 for "action" and another -2 for "caliber". If he picks up a laser rifle, he gets -2 for "action", -2 for "grip", plus another -4 for the default (because "caliber" is assumed in the default penalty).
