The book is about a land called Sylfiena, and it's been described over here as low-powered, low-mana, and post-apocalyptic.
The guy goes by his title of "Commander". He used to be a lumberman, but after the "apocalptyic" event, raised a peasant army to depose the local overlord. Now he rules the eastern third of the realm, opposed to the girl on the cover who occupies the western third.
