The total limitation on IT (IBP) would be -80% or worse, so the fine details don't really matter . . . that part would cost 7 points. Lest we forget, Unhealing is already included in my notes. That would prevent reattachment from working on its own. You'd need the surgery, tools, etc., mentioned under Unhealing.
