I'd like to invent a pump-action crossbow in a gurps game specifically a refined version of the one presented in this video https://youtu.be/zEuIwpYv3P0

A few questions

What TL would be necessarily to craft such a weapon?
In that given TL what complexity would you assigning this crossbow?
How fast would the fire rate for this pump action bow be? Are we talking once a turn or twice a turn?
Would the necessary ST requirement for this bow be higher, lower or about the same when compered to a conventional crossbow of the same damage and range?
