Exactly. ATR is "body" and ETS is "mind." You can have both, but it isn't required that you do. A robot with a super-fast AI brain and a clunky body could have ETS but not ATR, while a bumbling, distractible professor who puts his brain into a super-sleek cyborg body could have ATR but not ETS (and might even have Combat Paralysis!).
