I agree with the comment about Injury Tolerance (No Eyes) -- it's what I've used in supers games to get around the DR/eye issue, when Force Field wasn't appropriate. Specifically, I use "No Eyes (Actually has eyes, but DR protects them, -40%) [3]." I find it a fair limitation value because IMO the true advantage of No Eyes is avoiding the special wounding effects: attacks being able to blind you and attacks blowing through to the brain.
This suggests that a new leveled perk would be a good way to handle this:
Armored Eyes
Your innate DR protects your eyes as well. This is a leveled perk: With Armored Eyes 1, your eyes have 1/4 of whatever natural DR your face has; Armored Eyes 2 raises that to 1/2; and Armored Eyes 3 (the maximum) gives them full DR. Always round down, of course.
