Hmmmm. I'm going to have to admit that I was not sure about this one on first look. At the same time, the whole purpose of the card is to prevent level gain from the combat. I will point out that in later cards where level gain is forcibly prevented, the "even if it's the Winning Level" phrase helps make clear that it can be used to block the win. For now, I'd say that this can stop the Winning Level and we might need some errata, or at least a FAQ entry, to provide some clarification.
