I agree.
I use an house rule I call the
Weak IQ Option (WIO), because the IQ-Will-Per tie is weaker but still present.
Facts:
- IQ! costs 10/lvl. (IQ! is IQ with Will and Per bought down)
- DX! costs 15/lvl. (DX! is DX with Basic Speed bought down)
- the disadvantage limit is a suggestion.
- major Talents cost 15/lvl.
- Wildcard skills at IQ level cost 12 pts.
If you enforce a disad limit you strongly limit some character types (e.g. IQ 14, Per 10, Will 10) while others aren't penalized (e.g. IQ 10, Will 14, Per 14). If you don't enforce disads limit, players can (and should!) munchkin out IQ, rendering Talents and Wildcards pretty useless.
Weak IQ Option (WIO):
Per equals IQ/2+5 round down [someone proposed (IQ+HT)/2 round down, interesting too]
Will equals IQ/2+5 round up
In G4:
IQ [20] = IQ! [10] + Will [5] + Per [5]
In G4 + WIO:
IQ [20] = IQ! [15] + Will [5]
or Per [5]

Now I feel Talents and Wildcard skills are worth picking and IQ/DX are balanced ;) Moreover if you want to buy down Will and Per you are not so much restricted by the disad limit.
