Hahaha. good one. Technical Grapple has really turned into "The Cabaret Chicks on ice, Strikes Back".

Anyway, OT. Most have answered the "physically move person to block with them" but to me "using someone as a shield" also covers the act of using someone as cover. Ie. moving in such a way that you have the "meatshield" between you and the attacker, using skill instead of strength.

If this is what your looking for, the only RAW rules for this is the cinematic rules for proxy fighting. MA p.132-133.
