My intent with Extra Carrying Capacity in Powers was not to limit the weight of the people passing through the tunnel or what they can carry on their persons, but to assign a cost to a tunnel through which arbitrary mass can be thrown or dragged. It's a way to price the ability to have a tunnel through which you can shovel 80 tons of ore, or have 1,000 slaves move a small pyramid. Warp (Tunnel) normally lets other people pass through with their stuff, so this is a way of creating a tunnel that works like a physical connection between locations, not a people-moving device.
