This was dismissive and curt, and I apologize. I should have let it go until I wasn't sitting in a hotel lobby posting from my iPad, or at least explained that I wasn't where I could check the card text.

1. Rolling for it is as fair as anything else.
2. This is a weird one, since normally Curses don't allow one to choose among effects, just (sometimes) choose how the effect occurs. I would say that yes, the lowest-Level munchkin could choose something that has no effect, if he's feeling generous or is susceptible to bribery.
