FYI: I'm going to PAX in twelve hours, and I need sleep. This isn't going to get dealt with until after that unless Erik has a wild hair in the meantime. However, my immediate quick and dirty answer is:
If you have an ability that says "except during combat" that doesn't affect the players in the fight and doesn't affect the decks or discards, then it's probably safe to assume that it means "except when YOU are in combat."
If you have an ability that says "except during combat" that DOES affect the players in the fight or DOES affect the decks or discards, then it's probably safe to assume that it means "except during ANY combat."
And I think that will suffice for most cases. We can continue specific discussions next week, if you still feel a need to do so.
