The mitt reminds me of a Scoop Ball scoop or a lacrosse stick. In all three tools, a longer lever arm is used to apply more force and control to the thrown item (like a sling or a spear thrower).
Scoop Ball deliberately uses a "wiffle" ball to make it safe for children by slowing the ball, while still encouraging vigorous physical activity. Lacrosse isn't nearly so concerned about safety :)
As a first order approximation I'd treat it like a spear thrower, and let the thrower use sw instead of thr to calculate throwing damage, but require a different skill from regular rock throwing.
