It's a Monster Enhancer that makes the Monster it is played on narrow-minded, so it doesn't like mixed-Race characters. Therefore, it gets a +10 bonus against a character that has Half-Breed (or 1/3-Breed or Chimera, found in Cheat With Both Hands) in play. Also, if the Monster originally had a penalty against a particular Race, and that Race is represented in the mixed-Race character, then that penalty is now a bonus. For example, a Monster is -4 against an Elf character due to a penalty listed on the Monster card, and is facing a Half-Elf, Half Dwarf (Elf + Dwarf + Half-Breed). If someone plays Narrow-Minded on that Monster it now has bonus of +14 (+10 for Half-Breed, +4 for converting the -4 penalty into a bonus) against that character.
