Snarky is incorrect.
Giving a player an excess Big item is not Charity, as the rules define it; it's more like a trade. That means that the Big item must stay in play (which is why the Big item rule doesn't just say the lowest-Level player).
The question of whether the specific recipient can refuse the item is not addressed, but my reading of the rules says that he cannot -- he's getting the Big item, for good or ill. This is something we should clear up and get into the FAQ.
