Because Income Tax does not have language about using a WR to escape the Curse individually, it's an all-or-nothing card. If you cancel it, no one gets hit.

Once the Curse is played, its effects must be resolved before any other actions can take place (unless a WR or similar canceling card is played, of course).

No. If you play a WR, all other players recover their lost Items.
