One issue with the small elite force vs the large less well trained force. Combat is not the only thing an army does.

Say for arguments sake you can afford either 10 well trained soldier or 100...

Another thought, what's the "typical combat environment"? open terrain would suit a bolt action rifle while crawling through the ruins of a city would favour smaller higher ROF pistol caliber...

One option is to stat up the non divergent version of the weapon say a flintlock pistol as an innate attack. Then use the point total as a guide for the divergent technology equivalent.
